Lowville- The Lewis County Board of Legislators held their regular monthly
    meeting tonight in the second floor boardroom at the courthouse in Lowville.
    Some highlights from the meeting are below. We have someone currently
    researching some legal and policy questions pertaining to a number of issues
    and will have a more detailed report in the coming days.

    New York State Food and Beverage Trade Mission to China: The board voted to
    approve sending two representatives, Michele Ledoux, Executive Director of
    Cornell Cooperative Extension, and Frank Pace, Lewis County Director of
    Planning on the trip to China with the county authorizing up to $2,000 maximum
    expense reimbursement. Ms Ledoux was selected to represent Lyndaker's Maple
    Orchard while Mr.Pace was selected by Moser's Maple LLC as their
    representative in marketing the companies and their products overseas . Mr.
    Pace is also going to market the Lewis County Maple Industry in general to the
    overseas market. Both companies were approved to receive a grant from the NY
    Empire State Development to cover 90% of expenses up to $2,700 for the trip.
    The motion was approved by all attending legislators with the exception of Craig
    Brennan (excused absence) and Bryan Moser, who abstained and left the room.
    Mr. Moser is one of the principals that own Moser Maple LLC.

    Local Law to Authorize Overriding the Tax Levy Limit Established by General
    Municipal Law 3-C (A/K/A 2% Property Tax Cap) for the 2016 Lewis County
    Budget: The resolution was approved, with no comments or discussion when the
    Chairman asked for any discussion, by all attending with the exception of Craig
    Brennan(excused absence). Legislative Chairman Michael Tabolt said the
    resolution was a precautionary measure. (Note- Many municipalities across New
    York State have adopted a resolution to override the tax levy limit each year as a
    precaution. It does not mean an override will be needed, but all the necessary
    steps will be in place when it's time to adopt the budget if the override is needed.)
    A public hearing on the issue has been scheduled for October 6, 2015 from 5 PM
    until 5:30 PM in the second floor boardroom in the courthouse in Lowville.
    As of now there is a $700,000 deficit reported by County Manager Liz
    Swearingin. She is asking department heads to trim their budgets.

    In regards to the resignation of Deputy Daryl Ortlieb last Wednesday, Randa  
    Ortlieb, mother of Deputy Ortlieb, spoke to the board during the privilege of the
    floor. Ms. Ortlieb stated that Deputy Ortlieb and the police dog have an
    exemplary record. She recognized that the board have very little legal control
    over the Sheriff's Department with the exception of staffing and the budget. In
    making any decisions she asked consideration be given to what they have
    control of. Ms. Ortlieb also stated her son resigned under duress. His resignation
    has not been acted on or accepted she stated. Deputy Ortlieb has not accepted
    another position and does not intend to until the Sheriff's Department issues are
    resolved she added.
