Lowville-  The Lewis County Board of Legislators will be holding their regular
    monthly meeting on Tuesday, September 1st at 5 PM in the second floor board
    room at the Court House in Lowville.

    Included in the resolutions for the meeting is the introduction of proposed Local
    Law 7-2015 entitled " Local Law to Authorize Overriding the Tax Levy Limit
    Established by General Municipal Law 3-C (A/K/A 2% Property Tax Cap) for the
    2016 Lewis County Budget." A resolution for a Public Hearing on the issue will
    also be introduced, as required, setting a hearing date of October 6, 2015 from
    5 PM until 5:30 PM in the second floor boardroom in the Court House.

    According to the reforminggovernment.ny.gov website, the tax cap limits a local
    government’s overall growth in the property tax levy to 2 percent or the rate of
    inflation, whichever is less. For local governments, the limit stays in place unless
    the local governing body, by a 60 percent vote, enacts a local law (or for special
    districts, a resolution) that allows for an increase over the tax levy cap.

    The community may participate in the process because the local law is subject to
    a public hearing. The local hearing that precedes the vote on the local law is a
    chance for residents to educate themselves on why their elected officials believe
    they must exceed this cap. It is also a chance to question elected officials on
    what decisions they are making and to be heard on what services are important
    to the residents in the county budget, and what they may no longer be willing to
    support.

    Identifying where to allocate local revenues is one of the difficult decisions that
    local government leaders make each year at budget time. The development of
    the tax cap is intended to give citizens an opportunity to work with local officials
    to measure the real value of government services and their impact on daily lives.
    Some local governments that struggle to meet the new limits on the total property
    tax levy that are established pursuant to the tax cap seek to add spending over
    the cap in order to continue providing services that residents see as important.
    Other options would capitalize on opportunities to reduce costs and increase
    efficiencies.

    One thing to note is the Property Tax Freeze Credits offered by New York State
    the past two years have been tied to the taxing jurisdiction complying with the 2
    percent tax cap.


    We will have more on this development after the September 1st meeting when
    the resolution is introduced. The best way to voice your opinion on this matter is
    to save the date and attend the public hearing on October 6th.
